ST. ALBANS — The relocation of the state office building in January will have one unintended consequence – less time to purchase gifts for needy children through the Holiday Project. Each year residents of Franklin County purchase gifts for children who are in the custody of the Dept. of Children and Families (DCF) and families with which DCF is working.
